Kuduskop Wind Farm (Pty) Ltd - Basic Assessment for the proposed upgrade of a main access road and the development of a construction camp and operations and maintenance building for the Kuduskop Wind Energy Facility (WEF), Karoo Hoogland Local Municipality, Northern Cape.

Kuduskop Wind Farm (Pty) Ltd seeks to apply for Environmental Authorisation (EA) for the upgrade of a main access road (MN00456) to service the authorised Kuduskop Wind Energy Facility (WEF) (EA Ref: 14/12/16/3/3/1/1976/1/AM4). A new temporary construction camp, located along the main access road, will also be required for use during the construction of the Kuduskop WEF, and an operations and maintenance (O&M) building during the operational phase, if needed. The Project is located within the Karoo Hoogland Local Municipality, Namakwa District Municipality in the Northern Cape, South Africa.

The project specifications for the road are summarised as follows:

  • The proposed road to be upgraded is the MN04456, (a class 5 rural, public road under the jurisdiction of Northern Cape Department of Roads and Public Works) located off the R354. There are limited portions of the upgrade that deviate from the existing road, where newly constructed sections will be required.
  • The proposed access road is approximately 25 km in length and will be up to 15 m wide (including additional, yet associated, servitudes / reserves for above or below ground cable installation, maintenance and/or stormwater structures).
  • Turns for abnormal loads (especially turbine blades) may be required along the access road, where relevant.
  • A 200 m wide corridor (100 m on either side of the centreline) will be assessed.
  • The existing road will be strengthened and widened, and where there are bridges/culverts, these will be upgraded or constructed as needed.
  • The upgrade of the proposed access road will largely take place within the existing road reserve, except where agreed with affected landowners.
  • The gravel road will be designed according to South African Pavement Engineering Manual (South African National Roads Agency) Standards, 2014. Standard TRH20, Unsealed Roads: Design, Construction and Maintenance.

The project specifications for the construction camp are summarised as follows:

  • The proposed construction camp will be up to 14 ha which will include an on-site concrete batching plant. It will be used during the upgrade of the road and the construction phase of the WEF.
  • The construction camp assessment will consider an area of 40 ha, within which a preferred site for the 14-ha construction camp will be identified.
  • The construction camp is the area designated for key construction infrastructure and services, including but not limited to offices, overnight vehicle parking areas, material stores, the workshop, stockpile and lay down areas, hazardous storage areas (including fuels), the batching plant, equipment cleaning areas, cooking and ablution facilities, waste storage areas and wastewater management.
  • The construction camp will be required for the 36-month duration of the WEF鈥檚 construction.
  • Part of the construction camp footprint (up to 1 ha) will be used for operations and maintenance buildings during the operational phase of the WEF, should it be required.

The proposed project triggers activities listed in Listing Notices 1 and 3 (GN R. 983 and 985, as amended), of the Environmental Impact Assessment (EIA) Regulations (GNR 982), 2014 (as amended) of the National Environmental Management Act (No. 107 of 1998) (NEMA). As such, Environmental Authorisation is required from the Competent Authority (CA), subject to a Basic Assessment (BA) process. The Northern Cape Department of Agriculture, Environmental Affairs, Rural Development and Land Reform (DAEARDLR) has been identified as the CA for this process.

SLR Consulting (South Africa) Pty Ltd (SLR) has been appointed by Kuduskop Wind Farm (Pty) Ltd (the Applicant) to undertake the BA process and manage the Public Participation Process for the Project.

Notice is hereby given in terms of the EIA Regulations (GNR 982), 2014 (as amended) that the draft Basic Assessment Report (BAR) prepared for the above-mentioned project has been made available for a 30-day public review and comment period from 19 June 2025 to 19 July 2025.

Should you and/or your organisation wish to comment on any aspect of the draft BAR, comments should be forwarded to SLR at the email address shown above. For comments to be included in the draft ESIA, they should reach SLR by no later than 19 July 2025.
